Russian Negotiator Doubts China Will Join 3-Way Arms Accord Sought by Trump

Moscow will not strain China to be a part of the coming arms-command talks with U.S. and Russian negotiators, Russian Deputy Foreign Minister Sergei Ryabkov said Tuesday.

The absence of Chinese participation would existing a substantial impediment for the Trump administration in achieving a new nuclear arms accord in talks that are scheduled to start in Vienna on June 22.
